VicPD’s “Before the Badge” Program Strengthens Ties with Victoria’s Filipino Community

The Victoria Police Department (VicPD) continues to engage actively with Victoria’s Filipino community through its “Before the Badge” training program, fostering trust, understanding, and meaningful collaboration between police officers and community members.
About the Program
Launched in partnership with the Inter-Cultural Association of Greater Victoria, Before the Badge provides police recruits with cultural awareness training. Officers learn about Filipino history, geography, and culture, and explore ways to improve interactions with the community.
The program has several important goals:
Cultural Understanding: Giving officers a deeper insight into Filipino traditions, values, and experiences.
Breaking Stereotypes: Addressing misconceptions and promoting respectful, fair policing.
Learning from Experience: Discussing past cases involving the Filipino community to identify better ways of engagement.0

Building Strong, Ongoing Relationships
VFCA & BCHS emphasizes the importance of understanding the Filipino community’s unique character and needs. Early engagement has already shown positive results: VicPD officers have been invited to community events that they had not previously attended, helping strengthen trust and collaboration.
Looking Ahead
Modeled after a successful program in Seattle, Before the Badge represents VicPD’s long-term commitment to Victoria’s Filipino community and other diverse groups. Through continued engagement, the program is helping build a more inclusive, understanding, and supportive environment for all.
